The recovery and development of agriculture in liberated territories is one of the main duties facing us now. Damage caused to agriculture by wars/conflicts and an overview of the world experience of the recovery of agriculture in post-conflict zones were given in this article. In this way, the directions for the recovery of agriculture in liberated territories of Azerbaijan were determined, as well as the forthcoming production indicators as a result of the recovery of agriculture in these territories were forecasted.

The article examines the essence of land consolidation and its role in agriculture, the prospects of land consolidation in agricultural lands for the rural development, the current state of agricultural land use in the country and its impact on the production of agricultural products. At the same time, good world practice about land consolidation has been studied. At the end of the article, proposals were made for the consolidation of agricultural lands

The article examines the characteristics of soil and climatic factors for the development of agricultural production in the liberated territories. To this end, the composition of these lands on the territory by areas, the characteristics of suitability of land cover for agricultural production, the comparative condition of the quality of the lands with other regions were given. The article also covers climatic factors, its importance in agricultural production and its impact on various agricultural crops, as well as determining the direction of the activity of farms.

Historically, land reform and land privatization have led to land fragmentation and the creation of small farms in many countries. This led to structural problems in these countries, which hindered agricultural and rural development. To solve these problems, land consolidation and management tools were applied. The article mainly examines the adopted laws and reforms carried out in foreign countries in connection with the consolidation of lands, the principles of their organization.

Economic regulation plays an active role in the overall system of regulation of viticulture and winemaking. Such a situation manifests itself, above all, in the characteristics of the functional structure of the means of economic regulation. As in all other systems, the functions of economic instruments in the regulation of viticulture and winemaking are deterministic for appropriate purposes. Considering that the development goals of the field are determined in accordance with the specific period and conditions in each country, there is a need to formulate the above-mentioned functions for scientific analysis in general. It was talking about the influence of irrigation norms, nutrition conditions on the productivity of Virginia tobacco varieties and the choice of commodity types in Sheki-Zagatala region. The figures obtained from the study for 2018-2019 were compared and analyzed. It was determined that the highest dry leaf yield for both years was compared to other options against the background of N45P120+20 tons of manure, in the 90×40 cm food field and 70-80-60% of the irrigation rate, that is, 32.7 cents/ha in 2018 and 28.5 cents/ha in 2019 have been achieved

The article analyzes the dynamics of energy consumption in agriculture of the Republic of Azerbaijan. It is noted that a relatively high level of primary energy consumption is formed in the agricultural sector. At the same time, energy efficiency in the current situation remains low. On the other hand, the growing level of energy consumption, as well as its structural features, are not favorable from the point of view of adhering to the principle of sustainability in agricultural development. In this regard, the article emphasizes the need to include the implementation of energy efficiency and energy conservation strategies among the priorities for the development of the agricultural sector.

The article examines the state of agriculture in the liberated territories in the pre-occupation period. At the same time, information on the activity of IDPs from the occupied regions in agricultural production in other regions was analyzed. The statistics cover the period 1986-2018. Statistical indicators for 1986-1990 are data from the period when Azerbaijan was part of the USSR. The article also discusses the issue of land distribution in the liberated territories.

The article describes the characteristics of the market infrastructure, as well as the requirements for the formation of infrastructure related to the development of the agricultural sector.
